At the annual St. David's Vestry Retreat, vestry members agreed to adopt
a new organizational model that promises to increase communication and
cooperation, and reduce duplication, helping our leadership become more
effective at planning the parish's future.
Under the plan, vestry members will no longer be assigned as liaisons to
various ministry areas such as service or pastoral care. The new model
calls for the 12-person vestry to form three, 4-person committees
addressing areas of Administration, Property, and Finance.
The Administration Commission oversees the review, updating and
construction of policies, legal concerns, insurance, bonding, by-laws,
articles of incorporation, long-range planning, and personnel/human
resources for the Parish.
The Property Commission oversees the care, repair, management, and
maintenance of all buildings and tangible properties as directed by the
Vestry, canon and state and local laws.
The Finance Commission assists the Treasurer in receiving and keeping safe
all parish monies, distributing only with the authorization of the Vestry,
obtaining and maintaining proper receipts, vouchers, accounts covering all
funds received, disbursed and on hand. This commission advises and
provides necessary support to parish groups needing audits. It also
analyzes monthly financial data, assists in budget preparation, budget
amendments and other reports.
A sub-group of the Finance Commission is the Stewardship Commission.
Membership consists of Vestry members and parishioners. This group
creates, directs and oversees efforts in marshalling the 'time, talent, and
treasure' of parishioners. This group also provides the Finance
Commission with advice regarding financial contributions to charities and
other outreach activities.
These three Commissions have led to the creation of a Parish Council. This
group meets four times a year and includes representation from all parish
program areas. The purpose of the Parish Council is to enhance our
communication and unity, to coordinate our calendars, reduce duplication
and increase cooperation in meeting parish needs and assisting the rector.
This means that all of St. David's parish groups, from the Christian Service
Brigade to the St. Martha's Guild, will be getting together regularly for
planning, prayer and fellowship. The Vestry also hopes this new model will
make for shorter, more focused Vestry meetings in which important
planning can be done for the parish.
